Sempervivum 'Silverine'

Sempervivum ‘Silverine’ is a medium sized selection of Hen and Chicks, with rosettes of silver and green. The new growth at the center of each rosette is green and quickly matures to silver. A nice plant that clusters. These plants are so hardy they grow even in warm days in winter. Truly a very hardy plant.
 
I do not guarantee these in a zone 4/5/6/7 because everyones growing conditions are different but this would be a good trial plant to grow in your cold outdoor garden. Try to plant outdoor 90 days before 1st hard freeze.
